The "comarcas" are local authority entities that are driven by the Government of Aragon with the essential objective of improving the development and division of the territory and therefore, securing the future of the Autonomous Community.
Nine places in Teruel Bajo Aragón, Albalate del Arzobispo, Azaila, Castelnou, Híjar, Jatiel, La Puebla de Híjar, Samper de Calanda, Urrea de Gaen and Vinaceite, form the Comarca of Bajo Martín.
The centre of the comarca is situated in Híjar. Its main body of representation and political decision-making is the Local Council, consisting of 19 councillors elected in the local elections. Different committees are in charge of analysing and informing of the different authorities assumed by the comarca. Other bodies and committees complete the administration.
To date, the Aragonese comarcas have received authority from the Government of Aragon in fields as relevant as cultural and tourism promotion, social action, sport and youth or civil protection.
